Hi Bill;
	Forget the cold start lever as a starting problem. I never use one
here in Washington state. I would perhaps suggest a new Bosch diesel starter
and a new battery with as many cold cranking amps as possible and still fit
in the battery box. Marginal starters and marginal batteries don't cut it
with a VW Diesel. Also check the glow system. If it starts easily coasting
and runs good it sounds to me like the starter etc instead of the fuel pump.
I may be all wrong but it is hard to understand how you have had so much
starting problem.

Reply to Mark Shepherd. Did not notice any bubbles in the intake line. I did
find some fuel leaking from the # 3 & # 4 injectors but replaced the line.
Engine revs nicely but when stopped, will not start immediately. Tried that
on a hill knowing I could restart by coasting.Fuel does return to the fuel
tank. The  at times did not return to idle but continued running at an
estimated 2000 RPM.
One other possibility. The lever on the IP on the cold start control was
missing so I had to take the lever from my other IP. It moved OK from the
front to back stop but I wonder if I could have done this wrong. Will that
cold start shaft rotate more than the movement allowed by the stops? In
installing the lever, I assumed that the cold start shaft was in the warm or
normal run position.
