Yes, the '96 MkIII cars came with TDIs, but this was full of teething problems - most of which should have been long ago sorted out. When the comment "sounds terrible" is made, what is meant? Seal leaks don't make this sound bad. IIRC, it was plugging of the VNT vanes that plagued the earliest cars - easily fixed.
If you can verify that the engine is fundamentally sound - a car that "sounds terrible" can be a fantastic buy.
