[Vwdiesel] broke later style vacuum pump?

  Vanes could've gotten rusted in place.  They're synthetic but 
the rotor's metal.  The other option, or combination of problems, 
could be the rotor is worn.  If there's much gap between the top 
of the rotor and the top of the case, you have to mill down the 
case to a few thou clearance.  Mine had the worn rotor issue when 
I got it.  I only had the capability to file it down at the time.
