Apologies for the old reply, just getting back from vacation...

I'm also in Oregon (hi Erik!), and my 91 Suburban diesel is exempt from
DEQ... or at least that's what the guy I bought it from told me. :) However,
the 2nd/most recent time I went into DMV to renew the registration, I
noticed that the DMV paperwork says the truck has to be *over* 8500 GVWR,
while the truck's paperwork states that the GVWR is *exactly* 8500... but
nobody else seemed to notice. :)

In fact there didn't seem to be a lot of knowledge at the DMV about the
exemption in general.  The first clerk I went to didn't know it was possible
and almost turned me away before calling her supervisor, who basically told
her to take my word for it!  I just had to sign a form stating that I met
the requirements for exemption, and off I went.
