Just time the pump how you like and drive the thing. I guess if you were worried about a really cold day sneaking down to Texas you could attach a stiff wire to the lever on the pump to make accessing it in the engine compartment easier. Pop the hood, pull the wire, and go. I bet down there you never really need to use it to start the car.
As I recall, the lever has no effect over a certain RPM anyway.
Like I said, I would never drill any holes in the dash to set up some kind of choke cable thingy but if I did find one from someone parting a Jetta I'd use it. I think the conversions come out so much cleaner when you can make it just like the factory would have.
