[Vwdiesel] Heavy smoke under load going up mountailns

Hi all, this list have been quite, so maybe this will help.
 
I changed over to 15" rims and new tires some 2 months ago.
so, since my Westy is still running a stock DK tranny from 82 air cooled bus, I now have some power range issues.
not a big deal, but wondering if I can do something to improve before I put the TD in the bus SOMEDAY.
now, under 55mph and going up big mts. I can start to fall off the power range and can not downshift to 3rd gear until about 45mph.
 
so, in order to keep her above 55 I have to really step on the peddle.  I get lots of black smoke at this point.
as soon as a let off a bit on the fuel, the smoke goes away, so the motor is under heavy load for sure at these speeds and going up big hills.
Other then these conditions, basically no smoke.
I am looking to cut down on the smoke.
 
any thoughts?
 
The pump is pretty fresh rebuild, 1.9NA pump with about 10K miles on it.
Injector nozzels are new as of about 10K miles as well.
