What I have found helpful with pulling stubborn pitman arms from steering boxes is to put 
a puller on, tighten it up and let it sit under tension.  Then hit with a hammer a few 
times, and re-tension the puller and repeat the hammer from time to time.  It may take 
most of a day for it to pop loose.  One time I did this after breaking a heavy pitman arm 
puller and resorted to using a rather light weight 2-arm puller.  Let that on for most of 
the day and had to re-tighten it multiple times along with the hammering and that arm did 
eventually slide off when I went to re-tighten the puller the last time.
