[Vwdiesel] brakes

I had that problem on a 2003 TDI sedan and it was actually a mis-installed
stop light switch under the dash. The switch was not properly seated in
the slot, so it held the brake pedal down slightly--just enough to turn the
brake light on AND cause the pads to drag.
Fix: remove and reinstall the brake light switch. If it is not one that
ends in "D" replace it with one that does. There have been several recalls
on the switches.
Been there. Done that.
