I imported a 93 EV  into the US from Toronto in 2000 or so
it really wasn't very difficult
I needed the services of an RI (Registered Importer), had to change the speed, I think
but I drove that van on grease for 5 straight years, 120k miles - terrific vehicle, great engine, and totally doable to bring in
you get into trouble when there's an airbag discrepancy - I think 96 and 97 they were required in the US, but not CA, so you can't do those years
