Sounds like two different things. The boot keeps dirt, noise and water out while letting the u joint shaft pass through and turn. The floppy steering column is from the lower bearing retainer falling apart and/or slipping down. I read a bunch about replacements that were available or build yourself just recently but heck if I can recall just where or how I came across it!

The only place I saw that had that item was on either ebay (u.s.) or ebay (u.k.)
hey were made in Greece and cost about $30-$40. Mine is broken also and keeps
opping out and allowing the steering column to had a lot of movement and noise.
will try to verify this after this note is completed.
