According to the owners manual in my quattro.
Don't tow with all four wheels on the ground
If towing with two wheels on the ground, the other two must be
free to turn
If towing with two wheels on the ground, don't exceed 25 mph
Preferred way is to two with all four wheels off the ground
When I had to get mine towed from Los Alamos to the dealer in
Albuquerque, I read the owners manual and pissed the tow truck
driver off to no end when I insisted that he make a choice between
25 miles an hour with two wheels off the ground, or get one set of
wheels on dollies and the other set on the towing rig. Took him
nearly a half hour just to get the wheels on the towing dollies.
