Euro 84 TQC city lights

I have an 84 Euro TQC with Cibie head lights.  The problem that I have is 
the city lights do not work when the marker (parking) lights are on. 
(city lights are those small 20 watt bulbs in the head lights) If I 
use my turn signal the corrisponding city light flashs but that is it. 

The car has a ZZZ VIN #  with digital dash and computer gernerated voice 
warnning system.  The wiring dia. is samilar to the Bently 85 dia. but 
what I really need is the Euro dia.  Can anyone help?
