I have been told that the city lights are used with turnsignal in the 
advent you are parked on a narrow road (in Europe).  You are to turn on the 
road side turnsignal when parked.  This forces the outside city light to 
stay on even if the key is in off position. This part of the circut is working... 
now if i could just figure out the normal city lights i'd be set.
