Sounds like a simple one - someone wired the city lights to the flasher line
instead of the parking lamps line.  I added the same Cibie lights to my '83
TQC some years back. I simply tapped into the parking lamp circuit near the
front bumper - child's play.  Unless I missing something here a bit of wire
tracing and reconnecting should do do the job.
