Does it do this only after the car has been sitting for a while ?
A slow leak in the brake pressure accumulator would do this.
However the warning light would come on almost immediately,
not wait a minute. Try and press the brakes ( pump ) just
after you start the car, and see if the light comes on at once.

You have the stupid Delco unit that does just what it
pleases.

I meant to find a solution to this problem last
year, but now it's going to have to wait for warmer
weather ( only NECESSARY repairs get done in winter ).
I will try and look into the wiper circuit, but it does
seem like a bad switch. Could you get to the cable
just as it goes into the motor and measure the voltage
when you have it on high, (and then perhaps on low for
reference ). I guess it might even be the motor, but another
posibillity might be a bad ground connection to the motor.
