I currently have the same problem on my Quantum. My approach right now is to
keep the master cylinder full of fluid to avoid getting air in the lines. When
it gets warm, I'll replace the seals. According to my VW/Bentley manual, those
two seals can be replaced, as can the O-ring between the master cylinder and the
brake booster. I figure you should be able to do this and bleed only the master
cylinder -- there's no reason for air to get down the lines to the wheel
cylinders.
Basically, it looks like a simple job -- it's just to !@#$ cold right now!
