Brake light

Help!

I have a '89 200TQ and the brake light indicator flashes briefly everytime
I press on the brake pedal with more than in breath of force ( well not
quite that bad, I can adjust to it and stop without setting it off most of
the time.) I have checked the fluid, it was low, so I topped it off. Still
the light comes on!

Ideas?
