Yes, The wastegate does, in fact, control the gases going through the hot
side of the turbo. The diagram is not very clear in that, but the waste
gate connects the exhaust manifold to the exhaust pipe downstream of the
turbo. The bypass valve (as discussed at length recently) is a means of
bypassing the compressor (cold) side of the turbo to acheive similar
results, but with the added benefit of keeping the turbo spooled up.
