Yes, the WG does control the flow of exhaust gas through the turbine side
of the turbo, but indirectly. The WG allows some of the exhaust gas to
bypass the turbine to limit the speed of the spinning assembly, thereby
limiting the boost pressure created by the compressor side of the
turbine. I guess one could think of the WG as a "turbine bypass valve".
What is usually referred to as a "turbo bypass valve" is in actuality an
engine bypass valve, or compressor feedback valve.
