The early urQ (same as mine) have a single stop which engages both locks.
The lights go on only when the lock has engaged, so assuming your lights
work, only one of your diffs is engaging.
You may have to move the car a bit, preferably turning it to make sure the
locking teeth have a chance to line up. If they don't line up right, they
won't engage even if everything is working properly.

One locked diff would be enough to feel different. To tell what is going
on, you probably need to jack up one side of the car or the back of the car
and see what you can still move by hand.
