Syncro fuel mileage

I seem to be getting terrible mileage in my 87 Syncro wagon (5 spd.):
     17-20 MPG in town (mostly short trips)
     24-27 hiway (<65MPH)

>From reading some of the postings about 5k mileage, I expected better than
this.  I'd like to hear from other Syncro or 4kq owners about their
experiences.

I'm a little concerned, because the car starts IMMEDIATELY when it's cold and
that makes me think it's a bit rich.  My other VW products even in the best
of tune took a second or two to start when cold.
