Not neccesarily true.  My TQ gets it 's best mileage at 65 MPH.  Lower than
that, and the turbo is useless so you gotta floor it to get it up the slightest
hill (I know Scott, advance the timing...)  Higher than that and the RPM's are
too high to be efficient.  YMMV.
