In a way, yes -- but that "speed" is very relative and very dependent on 
what car you got. In a Lamborghini, the best speed vs. milage may be 
15mph; while on a gas-Scrooge Honda/Geo/etc., that may mean 45 or 50mph. 
The bottom line is that the fuel-consumption vs. the engine rpm is not a 
linear graph.

On the other hand, higher rpm will always mean absolute more gas consumed 
-- than to get the best milage, don't start the car but push it. Even 
pushing it for 1 inch, you are getting better gas milage than any car on 
this earth (unless your gas tank is leaking).

In a more real-life scene, you can employ the "burn and coast" technique 
to get the milage never imaginable from your car.
