They do this.  The hydraulic lifters will "bleed down" their pressure 
after sitting for a while (overnight).  If it only does it for 3-4 
seconds, you're lucky.  It'll get worse in winter, even with 10W30.

The fuel cleaner causes my engine to loose power, as well as knock a 
little bit.  When you get it worked out of the system, after a couple of 
fill-ups, it should be fine.
