 Try replacing the valve steem seals, cheap job
 but a bit of time.  I've had this same symptom
 on two different 84's with lotsa' miles and the 
 mechanic said he never replaces the seals on a 
 5cyl. (meaning they never went bad)  Well a trip
 to the dealer for a cam cover gasket, box of seals,
 (make sure they are green in color, the brown ones
 are after market and don't last, and a cam seal)
 the job takes about 3-4 hours and you will need an
 air compressor and a VW valve tool.  Try your local
 mechanic or dealer for barrowing over the weekend.
