Paul, regarding your headlight problem:
Sounds like you have reversed the connections to the common bulb filament
terminal and the high beam filament terminal.  This would result in normal
high beam operation (albeit with current flowing backwards through the high
beam filament), and low beam operation with high and low beam filaments wired
in series.  Hence there would be insufficient current flow to get either
filament "burning".  This would also give the false high beam indication as
you described.
