I've always figured this thing to be a heat shield, possibly to help prevent
the plug boot from melting it's way onto the plug. It seems to work in this
fashion, since I have never had one "stick" to a plug with these shields in
place.

This must have been some engineer's solution for those that don't use
dielectric grease in the boot before installing them (we all do that now,
don't we?). Give the man/woman a star for his/her forehead! (Sorry for the
obligatory, Politically Correct "male/female" reference; don't want to offend
anyone in these litigious-crazy 90's!!.)
