I usually do both: replace the rotors AND have 'em turned to make sure they
are true.  I used to assume this was the case but found some rotors -- even
brand-new and straight-from-the-box rotors -- aren't.  In fact, I put a set
of German ATEs on my '87 5kw a little over a month ago but didn't have time
to send them out and installed them as-is ... I'll be taking them off again
next weekend to have them turned (it usually takes a couple of thou at most
to true them) since the inner and outermost .25" aren't making contact with
the pads!  No wonder the brakes still feel weak...
