You said that already, but I have found it not to be so.  Anyone have any 
real data?

The Nazis in Tahoe are the worse.  That is they put up the patrols on a 
whim, but there again, I didn't have to put on chains :-)   My guess (and it 
is just that) is that some gung-ho officer decided to do things _their_ way, 
and not by the book.  I've seen that to many times in other traffic 
enforcement areas.    ---JCG
