there is definitely no speed limiter in the 91 200Q.  all those cars
during that time came with Z rated firestones.  i have factory manuals for
these cars and there is absolutely no mention of it. 

the reason why your dealer is BS'ing you is because H rated tires are
a lot cheaper than Z rated tires, so they have no incentive to spend
more $$$ on tires on a car that they are selling.

the speed limiters came much later... something like 1993 or so.
and it will be a short lived thing too, because of what montana is
doing.
