If your '96 A4 works the same as my '87 5kTQ, then the reason the A/C
compressor wasn't turning on was because it was too cold out.  I think 35
degrees is teh magic number at which the compressor ceases to cycle.  Now that
it's warmer (in my area anyhow) the compressor is trying to turn on just like
it should.
