Mike - logic says it's one of two things: either a rotating part - OR 
a part affected by road speed.  If it's a rotating part, you can 
figure them out and go thru them one by one - but you seem to hve 
eliminated a number of them already.  

Just for drill, think about parts affected by speed.  I'm thinking 
mainly by wind pressure.  Could it be loose trim flapping?  Perhaps 
something in the engine compartment, like the insulating blanket on 
the hood, flapping against the hood or something?  Perhaps a loose 
panel in the front bumper area?  You see the way I'm 
thinking.....don't know if it will help, but you might ponder it.
