the reason that the compressor is dsiabled below 40 degrees
is that looking at the moisture - temperature graphs, when the
air temperature drops below 40 degrees, it should contain very
little moisture.

The fact that it is then heated, does not really add a lot of moisture. 
The reason why the compressor removes the mositure is by simply
cooling the air.

The odd thing is, I have really never had my windshield fog
up when it is so cold after the blower is blowing hot air. That's 
my personal experience is several Audi's, Honda, BMW, Fords etc.
