Could someone have disconnected the stabilizer, and then upped the
fuel mixture or idle setting to compensate for it?
A similar thing like this happened on my '85 GT, when the idle switch
was dead. The car idled ok, but the duty cycle was way out of spec.
Fixing the switch allowed me to adjust the mixture correctly.
