Only things I can think of are the things connected to the steering that you
haven't looked at:
steering rack - adjusted for no slop?
wheels - runout spec ok?...no wheel damage/bent/out-of-round?
front wheel bearings?
Brake disk runout?...no warpage?
You could test the wheel hyprthesis by rotating wheels front/rear to see if
the problem disappears or moves to the rear.
The cold/wet symptoms make me want to focus on the brakes, especially the
disks. Have they been turned down (if they can be) since the problem showed up?
