Frozen e-brake pivot

One of the pivots on the rear calipers that the E-brake cable swings
on is slightly frozen.  I can pull the handle to set the brake, but
then the spring won't release the brake when I lower the handle.

These are dinky little metal pieces that slide on rivets. Two
mechanics have told me that the whole caliper needs to be replaced
to fix this! 

Has anyone else seen this problem and fixed it more creatively?
