Cold start valve should spray up to 10 seconds, depending on temperature
(there is a graph in the Bentley). Check one thing first - make sure the
connector to the cold start valve is getting the voltage signal to indicate
it should open (need a multimeter to check). If it is not, you need to
check wiring. It it is, the cold start valve is bad. Let me know if you
want more details from the Bentley (I have it at home). Car would be VERY
hard to start cold w/o the valve working........SLM
