Pep Boys still has the pressurized cans of oil - don't need a tech cert to
buy it. They also sell a neat single use charge dude for adding oil, and
another one for leak detection.

A friend of mine recently went and took the test/got his certification. It
cost him $25.00 to take the test, and he said the test was basically a joke.
The law is against venting systems. Nothing stops you from getting certified
and topping off your own system...
