You're not alone, I have done it also.  The proper way to install the idler
pulley is to press or tap it into the oil pump housing, then install the bolt
to hold it and watch that torque!

I got mine out by driving some thin wall tubing (the handle of a small metal
parts cleaning brush actually) onto what was left of the bolt in the block
and carefully backing it out.  Luckily for me, there was part of the bolt
sticking out of the block, but down into the oil pump housing where, as you
have found, no other tool will fit.

At worst you can pull the oil pump housing, and then work with it.
