This sort-of happened to my '89 100Q about 3 years ago. I had a
high idle that was *not* the ISV. After much screwing around, my
mechanic discovered that the dashpot was corroded and sticky.

I found the same thing about the throttle body as the replaceable
unit, and looked at getting one from a boneyard for about $200.

Just to be safe, I removed the dashpot from my throttle body so it
wouldn't stick. Well, three years later I still don't miss it. I know
what it's supposed to do, but I'll be damned if I can detect anything
it actually *does*.

Pull it, and I think you'll be happy.

Of course, the turbo may need the vacuum modulation more than the
NA engine, but it's worth a try....
