You do not mention model, year, or engine type.  According to the shop
manual for the '88 - '91 80/90, the only cars that can display  the fault
codes via the CHECK ENGINE light are 1988 models and California 
certified vehicles after 1988.

ALL fault codes are in groups of four digits; none of them start with 
3 flashes (all start with 2 or 4).  Example:

2 1 1 3 No signal from Hall sensor; you should see:
Two flashes approx. 1 sec. apart, pause for 2.5 sec.
One flash, pause for 2.5 sec.
One flash, pause for 2.5 sec.
Four flashes approx. 1 sec. apart, pause for 2.5 sec.

At end of display,  should get continuous off and on flashes approx. 2.5 sec
apart.

By the way, are you inserting fuse for AT LEAST 4 seconds THEN 
REMOVING IT??  This is manual procedure.

 I just started to have problems with my Check engine light coming on.  It
