To all the people with wiper pump problems, I think we may be
overlooking a possible source of the problem: dirty switch contacts.
My wiper pump was not working on the car, but it tested fine.  By the
same token, I could measure +12V at the terminal when I activated the
switch.  What I had failed to do was to measure the voltage with the
pump connected.  It turned out to be that the switch was so dirty that
it was consuming all the voltage and less than 1V was present at the
pump.  After a good cleaning of the switch everything was as good as
new.  Hope this helps some folks out there.
