Both! switches must have good contacts for the window to go up and down!
Exchange each switch in turn with one from a back window.  These switches
can be very intermittant.  I burnished all four contacts on the front
passenger switch using the striker strip from a pack of matches (all I had
at the time), and it has been OK for almost a year.
