Front end Vibe returns!

I've got a front end vibration on my 1990 CQ that has returned!
The vibe occurs only when braking and only above 30 mph.  I replaced my tie
rod ends about 5 weeks ago and this seemed to eliminate most of the problem
except a higher speed shake when braking, but it now has come back to shudder
when braking until 30mph, then it goes away!
--I don't think it's a warped rotor
--tie rod ends feel like they are going out again already!
--all bushings seem fine
what am i overlooking?
