While the law itself was signed on July 30th, the IRS has yet to write the
regs that will implement most of its provisions and doesn't have to report
back to Congress about most of this until January, 1997. That means QCUSA
is safe for a little while longer ... once all the dust settles, though, I
will be back on their case! :^)
(BTW, unless Congress snaps the IRS' chain about the way they're enforcing
certain of this law's provisions -- the right to appeal collection actions
taken by the IRS being a good example -- I think taxpayers are going to be
quite a bit WORSE off than before! As a tax practitioner who works in the
collection field on a daily basis, take it from me that there's a LOT more
here than meets the eye...)
