Yes, many times on various cars.
The majority of power antennas have two power leads: one is permanent and one is
switchable. When the radio is off, the perm pwr and gnd drive the mast home (there
is a "home" switch that disconnects the perm power lead once the mast is fully
collapsed).
When you turn the radio on the ant gets also the switchable pwr, that reverses it
forcing it to fully extend.
Check that lead and also presence of +12v on the switchable lead of the radio. it
looks intermittened to me.
