Yes it does. I myself use this stuff and have NEVER seen these oily drops in my coolant. I use about 60% water 
and 40% prestone 4/60 posphate free. I live in pitt pa. Here is the table with temps using a chev. v8 cast 
iron block and alu head:
 
50%glycol/50%water         228*f
50/50 with water wetter    220*f
water                      220*f
water with water wetter    202*f


Water wetter reduces the suface tension of the coolant to transfer heat to the surface faster. 


 so there you have it well whatever.??   I dont sell this product so this is all hearsay. It works for me. ALL
