In stock form the VW 2.8 VR6 does not have the variable path intake
manifold.  VW Motorsport makes the "VSR" manifold which is available
as an accessory, and Schrick now also makes a "VG" manifold for the VR6.
The current issue of European Car magazine has an article about
this item.

The Audi 2.8 V6's higher torque (and available at lower revs) is
probably due to its dual-path manifold.
