Yes they do, and in the UK at the mment there is a discussion going as to
wether thousands and thousands of convictions will have to be quashed,
because this is legaly classed as 'Tampering with Evidence'.  You see the
photo quality is not normally that great, and the police have a policy of
'Enhancing' the image to get a better picture.  This could be fun to watch
:-)
