Phil Payne described a litany of traffic sins and their countermeasures by the
Polizei....

Just because you're paranoid doesn't mean they're not out to get you.

Of course this is also from the country that up until this year announced their
speed traps in the newspaper and on the radio:  "Tips zum Blitz.  Heute gibt's
Radarfaelle auf der B-17 zwischen Augsburg und Landsberg..."  (Today, there's
radar traps on...)

There was logic at work:  If people knew there was a radar trap they would slow
down, so as not to be caught.  Didn't work.
